Bottom line, Jepson is either the Mayor, or not the Mayor. He calls the shots, he is in charge and put Paniora in her place, rightly so.
While the Littlewood Treaty was the final English draft of the Treaty, Williams did admit he made a couple of changes to clearify who was being referred to in the Treaty. The first, he changed “Chiefs and people of New Zealand” in the Preamble to “chiefs and Hapus of New Zealand” and in Article 3 from, “all the people of New Zealand” to, “all the maoris of New Zealand”. Article 2 he left “all the people of New Zealand” as it explained to Maori they would have the same rights to their land, their settlements and alltheir property as “all the people of New Zealand”. No more – no less.
The Treaty was only intended to refer to Maori by asking them, if they gave up their governments to the Queen, they would become British Subjects with the “same” rights as the people of England. No more – no less.
It must also be remembered this was when New Zealand was under the dependency of New South Wales as there was no united government in New Zealand before 1841.
This came later with Queen Victoria’s Royal Charter dated 16 November 1840 which separated New Zealand from New South Wales and madeNew Zealand into a British Colony with a Goveernor and Constitution that set up our political, legal and justice systems under one flag and one law, irrespective of race, colour or creed, but the government or the Maori polticians do not want you to know our true history.
If you are really interested in our true history, then it’s all in the Australian and American Archives, plus the British Parlaimentary Papers. Unfortunately, its long gone from New Zealand’s archives.

There is simply no legal or constitutional basis for what this current government is doing.
No point writing letters to belligerent fools who ignore everything we say and do. The numerous letters no matter how emphatic and factual the content, will ever reach the intended recipient.
There is no time to waste debating this issue to death, act now or forever regret the opportunity to do so.
